Project Consultant / Quality Manager:
Objectives:
Directly responsible for advising the Project Director on all issues surrounding a successful project rollout. Assists the Project Director in analyzing project time schedules and quality standards to ensure that project schedules are being achieved. Responsible for analyzing all departments against the time schedule to help find ways to expedite the rollout and to focus on solutions to specific procedural problems. Focuses on constantly improving project processes and performance. A more specific Scope of Work is defined below.
Scope of Work:
1. Responsible for assisting in all market research, RFQ and Contracting.
2. Responsible for working with Sales and Biding groups to ensure project specific information is included in the Siemens Bid Response.
3. Interfaces with the Business Administration Project Director, Sales and the Project Director for all progress related questions or forecasts.
4. Comprehends all contractual obligations between Siemens and the Customer.
5. Helps to establish the project organization.
6. Helps to define the Scope of Work and job description for all positions.
7. Assists in final contract negotiations with all subcontractors / suppliers in coordination with the relevant manager and the Commercial Director.
8. Participates in all contractual discussions with the Customer regarding the process.
9. Keeps the project on budget and implements cost reduction measures, if required.
10. Focuses on processes and progress to ensure the most efficient project possible.
Interface:
• Reports to the Project Director.
• No direct reports but works closely with all National Management staff and Biding groups.
Qualification Profile:
• Three (3) years experience project management experience is required.

Regional Project Manager:
Objectives:
Directly responsible for the regional management of a project. Directs all project related activities on the regional level to ensure time schedules are achieved and all quality standards are implemented. Responsible for regional office morale, achieving project goals and maintaining budgetary guidelines. Works closely with the Project Director to ensure uniform processes and standards are being used in the region. A more specific Scope of Work is defined below.
Scope of Work:
1. Sets and manages Customer expectations as well as expectations of Siemens within the region.
2. Distributes relevant information from the Customer to members of the project team.
3. Comprehends all contractual obligations between Siemens and the Customer.
4. Controls the regional process according to the defined time schedule.
5. Establishes a regional project organizational structure.
6. Defines the Scope of Work for all positions integrated in the regional project team.
7. Selects and approves all regional managers and other key personnel.

Regional Site Acquisition Manager:
Objectives:
Directly responsible for the regional management of the Site Acquisition process on a project. Also responsible for all activities related to the production of the SAR, Technical Site Surveys, production of all drawings, acquisition of all permits and leases. A more specific Scope of Work is defined below.
Scope of Work:
1. Establishes a regional organizational structure for the Site Acquisition Department.
2. Identifies the needed regional Site Acquisition personnel and assists the National Site Acquisition Manager in resorting them.
3. Allocates sites to the Site Acquisition Supervisors and Site Acquisition Subcontractors.
4. Controls the Site Acquisition process within the region according the defined time schedule.
5. Organizes the required training for the Acquisition Supervisors and Acquisition Subcontractors.
6. Site Acquisition status reporting and any Site Acquisition Claim Management reporting towards the internal Siemens management
7. Successful acceptance of all regional Site Acquisition work by the Customer in accordance to the fixed time schedule and the Scope of Work.

The scope of responsibilities ranges from working with the Network Planning Department to complete the timely issue of Search Area Maps to delivering a site that is Ready for Construction to the Construction Supervisor. Also responsible to trouble-shoot site related problems throughout the entire Process. A more specific Scope of Work is defined below.
Scope of Work:
1. Co-ordinates, controls and evaluates Site Acquisition Subcontractors according to the fixed Scope of Work, timeframes and project goals.
2. Responsible for all aspects of completing the SAR, Technical Site Survey and Lease Agreement.
3. Review of all Permit Drawing required for permitting.
4. Works to obtain all permissions required to build a site within the defined time frames and to the defined quality standards set forth by Siemens. (Assisted by a Permitting Supervisor)
5. Understands and enforces the Subcontractor’s contractual obligations and Scope of Work.
6. Trains the subcontractors to Siemens Site Acquisition process as defined in the Service Project Management Guideline.
7. Detailed per site knowledge for all sites allocated.
8. Advance planning for each site to make sure the next activity or action is ready to be completed without delay.
9. Responsible for reporting all site related problems, potential delays and extreme circumstances in the CAPRI database and to the appropriate manager.
10. Monitors and reports status for each allocated site and for updating the project database.
11. Collects site documentation and information from the Subcontractors and successful acceptance of all work by the Customer.
12. Continuous updates of the CAPRI database
Interfaces:
• Reports to the Regional Site Acquisition Manager.
• Daily interaction and communication required with Design Supervisor, Permitting Supervisor, Lease Administrators, Network Planning Department, Construction Supervisor, Implementation Supervisor and Acceptance / Document Control.
Qualification Profile:
• 2 years experience on telecommunication projects with a focus on Site acquisition and Permitting.
• Strong subcontractor management skills.
• Ability to work under extreme pressure with tight timeframes.

Permit Supervisor:
Objectives:
Directly manages, supervises and instructs Subcontractors in obtaining all required permits or licenses on a project. The Permitting Supervisor will be responsible for establishing permitting requirements, timeframes, and defining the number and type of permits required for each specific site. Also responsible for the early identification of difficult permit areas and for creating proactive solutions to the permitting problems the project will encounter. Scope of responsibilities will range from creating a local permitting standards manual to training Subcontractors on Siemens quality standards and procedures. The Permitting Supervisor will also trouble-shoot site related problems throughout the Process. A more specific Scope of Work is defined below.
Scope of Work:
1. Controls and evaluates Subcontractors specifically related to project permitting goals.
2. Tracks all permissions required to construct a site.
3. Obtains all permissions within the defined time frames and the quality standards set forth.
4. Creates and coordinates all EMF information and Public Health and Safety information to be used on the project during the permit and lease negotiations.
5. Comprehends Subcontractor’s contractual obligations and Scope of Work.
6. Trains the Subcontractors to Siemens process and permitting procedures.
7. Detailed per site knowledge for all sites allocated.
8. Advance planning for each site to ensure the timely grant of permits and the timely start of Construction Drawings.
9. Responsible for reporting all site related problems, potential delays and extreme circumstances in the database and to the Site Acquisition Supervisor.
10. Monitors and reports the status for each allocated site and for continuous updates of the CAPRI
11. Collects site documentation and information from the Subcontractors and successful acceptance of all work by the Customer.
12. Acts as a Siemens representative to the various permitting authorities and provides initial Siemens introduction and presentation and negotiates favorable working relationships.

• Reports to the Regional Site Acquisition Manager.
• Daily interaction and communication required with the Site Acquisition Supervisor, Design Supervisor, Site Acquisition Subcontractors, Construction Supervisor and Acceptance / Document Control.
Qualification Profile:
• Six (6) months experience in telecommunications project management with a focus on permit acquisition.
• Strong understanding of local market and at least one (1) year experience on a GSM project.
• Excellent organizational and subcontractor management skills.
• Works well under extreme pressure with tight timeframes.

Lease Administrators:
Objectives:
Produces all leases and instructs and advises the Site Acquisition Supervisors and Subcontractors on leasing and easement issues on a project. The Lease Adminstrators is responsible for the on-time delivery of all lease changes and for maintaining lease quality standards. Scope of responsibilities will range from completing Subcontractor Contracts and Lease Agreements to ensuring all required Supporting Documentation has been obtained and that the site is free from all legal problems. The Lease Adminstrators also trouble-shoots legal problems throughout the Process. A more specific Scope of Work is defined below.
Scope of Work:
1. Produces Subcontractor Contracts and Subcontractor Master Files for all departments and prepares an Abstract of all changes from the template contract.
2. Creates all legal agreements, easements, and contracts.
3. Establishes a lease documentation filing system.
4. Establishes and maintains a secure site access key filing box.
5. Processes lease for signatures within Siemens / Customer.
6. Tracks and identifies all legal documents required for specific sites.
7. Tracks receipt of proper legal documents for specific sites.
8. Establishes standard drop-in or replacement language to be used in the lease / contract.
9. Transmits ready for signature Lease Agreements to the Customer / Siemens / Subcontractor for signature.
10. Proofs documents for spelling or other critical mistakes.
11. Tracks critical lease data (i.e. rent amount, terms, increases, etc.) in the database.
12. Continuous updates of the CAPRI database
13. Provides field support, if time permits, to Subcontractors for difficult leasing situations.

Scope of responsibilities will range from training the Design Subcontractors and Design Supervisors to completing the pre-contract localization of the Permit and Construction Drawings. A more specific Scope of Work is defined below.

1 Evaluates Design Subcontractors according to the fixed Scope of Work and project goals.
2 Complies with the design processes and the defined time schedule.
3 Responsible for all aspects of the Permit Drawings, Construction Drawings, Static Calculations, Foundation Calculations / Studies, Soils Reports, Land Surveys, all drawing review and approval procedures, acceptance of deliverable products and interaction with all departments.
4 Strong understanding of subcontractor’s contractual obligations and Scope of Work.
5 Works closely with National Construction Manager to establish project designs and requirements.
6 Works closely with the National Site Acquisition Manager to establish permit drawing requirements as set forth by the local permitting agencies.
7 Trains the Subcontractors to Siemens process and standards.
8 Advance planning with all departments to best initiate drawing processes.
Interface:
• Reports to the National Construction Manager or Regional Construction Manager.
• Daily interaction and communication required with Radio Planning Supervisor, Transmission Supervisor, Site Acquisition Supervisor, Construction Supervisor, Permitting Supervisor, National Acceptance / Document Control Manager and Implementation Supervisor.
Qualification Profile:
• Two (2) years experience in telecom design work. project experience required.
• Two (2) additional years experience in managing teams (on large projects) by setting and evaluating objectives

1 Monitors supply or Subcontractor provided material.
2 Orders Siemens provided materials from logistics
3 Establishes a regional organizational structure for the Construction Department
4 Identifies the regional Construction personnel required and assists the National Construction Manager in resourcing them.
5 Establishes regional structures and regional interfaces.
6 Allocates the relevant sites to the Construction Supervisors and Construction Subcontractors.
7 Controls the regional construction process according the time schedule.
8 Supervises regional Construction status reporting and any Construction Claim Management reporting towards the internal Siemens management.
9 Successful acceptance of all regional Construction work by the Customer in accordance to the fixed time schedule and the Scope of Work.
10 Allocates relevant sites to the Construction Supervisors and Construction Subcontractors.
11 Regional quality supervision and overview of Construction process on all sites and all Subcontractors. Responsible for equal and high quality standard of civil works
12 Supports the Construction Supervisors in evaluation of per site costs within the region.

12 Identification of the Model Site pricing and all Out of Scope Cost Estimates on Technical Site Survey and valuation of the costs of Construction.

Also responsible for a site from Ready for Installation status to the issuance of the Final Acceptance Certificate. A more specific Scope of Work is defined below.
Scope of Work:
1. Responsible for the distribution of all relevant information incoming from the National Office to the Region
2. Interfaces with the National Implementation Manager for all progress related queries.
3. Comprehends all regional contractual obligations between Siemens and the Customer.
4. Controls the regional process according the defined time schedule.
5. Establishes a regional organizational structure for the Implementation department.
6. Defines the Scope of Work / job description for all positions in the regional Implementation team.
7. Identifies needs of all regional supervisors and other key personnel to the National Implementation Manager
8. Implementation Status reporting and any Implementation related Claim Management towards the internal Siemens management.
9. Establishes regional Installation and Commissioning and Acceptance Teams.
10. Responsible to organize the tools and test equipment for the Teams.
11. Co-ordination and scheduling of the different rollout steps, RFI, RFC and RFA.
12. Follow up of technical problems during Rollout of region.
13. Controls inputs in the CAPRI database.
14. Responsible for on time ordering or all required implementation materials from Logistics.
Interface:
• Reports to the National Implementation Manager and Regional Manager
• Daily interaction and communication required with Network Planning Manager, Site Acquisition Manager, Construction Manager, Acceptance / Document Control Manager, Sales Manager and Business Administration Project Director.
Qualification Profile:
• Two (2) years of experience on telecommunications projects as an Implementation Manager, preferably with Siemens equipment
• Experienced in BSS & MW installation procedures.
• Completed required Installation training courses.
• Additionally trained as an Installation Supervisor.
• Works well under extreme pressure with tight timeframes.
• Accurate, reliable, self-confident and firm.

Regional Logistic Manager:
Objectives:
Responsible for the regional delivery coordination of wireless network equipment from Regional Logistics Center (RLC), Siemens factories and OEM suppliers. Also responsible for the procurement of services and materials sourced from local and international subcontractors and suppliers. Evaluating contracts with all subcontractors and suppliers in accordance with project required timeframes and conditions.
Scope of Work:
1. Contract negotiation with the transport subcontractors.
2. Responsible for establishing procedures to ensure on-time delivery of Siemens and OEM equipment from RLC, Siemens factories and OEM suppliers.
3. Responsible for establishing procedures to ensure on-time delivery of construction materials to the warehouse.
4. Responsible for establishing procedures to ensure on-time delivery of installation materials to the warehouse.
5. Co-ordinates, controls and evaluates the Supply Subcontractors according to the fixed Scope of Work, timeframes and project goals.
6. Establishes Regional structures and regional interfaces for Logistics Department.
7. Logistics Status reporting and any Logistics related Claim Management towards the internal Siemens management.
8. Ensure the communication with suppliers and especially with RLC.
Interface:
• Reports to the National Logistics Manager and the Regional Project Manager
• Daily interaction with the Regional Construction Manager, Regional Acceptance / Document Control Manager, Regional Implementation Manager and other National Managers
• Direct reports include the Logistics Supervisors and Logistics Team Assistants
Qualification profiles:
• Two (2) years experience in telecommunications project management, specifically logistics or purchasing.
• Proven ability to deal with a variety of Partners and Subcontractors and monitor, evaluate and control the performance of each single Partner and various Partners.

National Acceptance & Document Control Manager:
Objectives:
Directly responsible for the overall quality and tracking of all documentation and drawings required by Siemens for acceptance of the work by the Customer on a Full Project. The documentation and drawings will be the product of all major departments and the Acceptance & Document Control Manager will be responsible for working with all departments to ensure that all documents are completed and filed properly. The National Acceptance & Document Control Manager is responsible for ensuring all regions are informed on contract related deliverables and are properly filing and preparing the documents for acceptance by the Customer. A more specific Scope of Work is defined below.
Scope of Work:
1. Works closely with the Project Director in the early part of the project to define all documentation protocols and procedures required by the contract and as based upon the SPMG
2. Administers the site documentation
3. Administers the technical documentation
4. Supplies and administers training and training documentation to all project departments
5. Supports the project teams with any documentation needed
6. Ensures the filing on paper of main information in the Capri database
7. Organizes and delivers the site documentation for acceptance by the Customer
8. Organizes infrastructure of the National and Regional Acceptance & Documentation Centers.
9. Administers the software documentation
Interface:
• Reports to the Project Director.
• Daily interaction and communication required with Network Planners, Site Acquisition Supervisor, Construction Supervisor and Implementation Supervisor.

• Works well under extreme pressure with tight timeframes.

Regional Acceptance & Document Control Manager:
Objectives:
Directly responsible for the overall quality and tracking of all documentation and drawing required by Siemens for acceptance of the work by the Customer on a Full Project on a regional level. The documentation and drawings will be the product of all major departments and the Regional Acceptance & Document Control Manager will be responsible for working with all departments to ensure that all documents are completed and filed properly in the Region. The Regional Acceptance & Document Control Manager is responsible for enforcing the Acceptance & Documentation guidelines set by the national office, and for collecting, filing and preparing the documents for acceptance by the Customer. A more specific Scope of Work is defined below.
Scope of Work:
1. Works closely with the National Document Control Manager in the early part of the project to conform to all project documentation protocols and procedures.
2. Administers the site documentation.
3. Administers the technical documentation.
4. Supplies and administers training and training documentation to all project departments.
5. Supports the project teams with any documentation needed.
6. Ensures the filing on paper of main information resident in the Capri database.
7. Organizes and delivers the site documentation to the National Documentation Manager.
8. Assists National Document Control Manager in the organization of the infrastructure of the Regional Documentation Center.
9. Administers the software documentation.
10. Follows the national documentation protocol closely as determined by the National Document Control Manager.
Interface:
• Reports to the National Acceptance & Document Control Manager and the Regional Project Manager.
• Receives standards from the National Acceptance & Document Control Manager
• Daily interaction and communication required with Network Planning, Site Acquisition Supervisor, Construction Supervisor and Implementation Supervisor.

Claim Management Supervisor
Objectives:
Directly responsible for the Claim Management of the entire project. Responsible for implementing and maintaining the Claim Management procedures as defined by the Business Administration Project Director during the Service Pre-Acquisition Phase. Also responsible to implement the Claim process on a national, regional and local level. Responsible for defining all claims made by the subcontractors, by the Customer or by Siemens internally. Also responsible for tracking all claims, processing them for approval to Siemens and Customer, possibly revising the Customer and Subcontractor Contract (with the assistance of the Contract Manager) and makings sure an invoicing procedure is completed by the Commercial / Cost Controlling Department. A more specific Scope of Work is defined below.
Scope of Work:
1. Implements the organizational structure and processes for the Claim Management department as defined by the Business Administration Project Director and the Contract Manager during the Service Pre-Acquisition Phase.
2. Complete understanding of all contracts between Siemens and the Customer, suppliers and subcontractors.
3. Establishes national / regional structures and national / regional interfaces.
4. Ensures standards and practices are implemented and followed for the entire project.
5. Claim Management Project Status reporting towards the internal Siemens management and the Customer.
6. Supervises status-reporting process.
7. Responsible for identifying all required changes and for educating the regional offices on Claim Management procedures and requirements.
Interface:
• Reports to the Contract Manager.
• Daily interaction and communication required with the entire Business Administration Team and all National Managers and the Regional Managers
• Direct reports include: All project Claim Management assistants.
Qualification Profile:
• One (1) year experience in telecommunications project management, specifically related to Claim Management.
• Experience in managing teams by setting and evaluating objectives.
• Strong decision-making and management skills.
• Ability to work under extreme pressure with tight timeframes.
• Accurate, reliable, self-confident and firm.
• Ability to have a self-confident and firm stance
