Usually, they were on stock, though I.m not sure about 3.3v version :(

Current consumption for EPM3032A on zero frequency in non-turbo mide is around 12mA. :(

So if your really need low power and low price, but enough PCB space - use 74HCxx.

If you are more concerned about PCB space, than about price - use 16V8 or 22V10 with zero standby power. (like ATF22LV10CZ).

Another option is ATF1504ASVL or similar, but I'm afraid it isn't easy to buy and it's litle overpriced.
