Вот что ответил инженер по применению насчет триггера шмитта в XILINXе: The hysterisis which is present in the XC9500XL devices on the IO pads is not a SCHMITT TRIGGER hysterisis, but is instead an inbuilt hysterisis with in each IO. This hysterisis is present with in all IO's on the device, and is always active when the IO is in use.
