Test reset input (optional)

Active-low input to asynchronously reset the
boundary-scan circuit. This pin is only available in
certain APEX 20K, ACEX 1K, FLEX 10K, and
FLEX 8000 devices (TRST is optional according to IEEE Std. 1149.1).
