Там стоит TSOP навешенный на PD2 ножку, а на порту В висят светодиоды которые должны показывать в двоичном коде код кнопки.
У меня такие подозрения что незаводится тактовый генератор т.к я заметил, что что при подаче питания на устройство если на пульте нажата кнопка, то светодиоды, когда отпускаешь кнопку тухнут и больше этот девайс не на что не реагирует
