It is not true :(
Win is originated as a simple CP-M, then it was developed in a series of dodgy transformations that kept _compatibility_. I mean that technical advances never were important for MSDOS/Win, while compatibility and ease-of-use (read: commercial success) always were in Billy's mind.
The old Mac OS was the place where Billy picked ideas for Win, and the new Mac OS is Unix!
